For it pleased the Father that in Him all the fullness should dwell, and by Him to reconcile all things to Himself, by Him, whether things on earth or things in heaven, having made peace through the blood of His cross. Colossians 1:19-20 NKJV
In the beginning, God made the world in a certain order and pattern. He didn't just randomly throw it all together. He methodically created it all one piece at a time, with order and in order. Read Genesis 1, to see for yourself. God is the God of order, not of chaos as seen in 1 Corinthians 14:33 "For God is not the author of confusion but of peace, as in all the churches of the saints."
Part of His plan, was laying out the foundation of how God operates with His creation. For God to be a loving God, He can not allow evil to go unpunished. Therefore, He set up a way for the people's sins to be passed to an animal, which was then killed as an offering to the Lord. The Old Testament provides a picture of how the death of an animal, paid for sins committed by the people, but the offerings had to take place over and over again. It never took away the people's sin, only pacified the penalty of sin by killing an animal instead. The penalty of sin is death ( Romans 6:23 ). There is no forgiveness of sin, without death. offering system was meant to be a shadow of the things to come.
God, not wanting anyone to perish from their own sin ( John 3:16 ), decided He would reconcile the world to Himself, through death on the cross and put an end to the ritual of animal sacrifice.
He knew from the beginning we would sin, but loved us any way, sending His son Jesus to die in our place, when we were still His enemies because of our sin ( Romans 5:11 ).
